Actually this one is kind of funny becuase MS doesn't really support
it either. I just went through this at work. (Our corporate identity
stuff is distributed as wmf files for some reason--on pc format high
density disks written by a Mac, resource forks and all). Anyway, there
are NO tools distributed with Win(anything--and that includes 3.1, 95,
98 and NT) that actually can even open a wmf file. MS Office
applications (Word, Excel, Powerpoint, etc) can import them IF the
proper filter is installed (and it is NOT installed by any of the
default installations). But a number of non MS apps can convert it
nicely. I've used Paint Shop Pro, Hijaak Plus and a rather old
version of Corel Draw to convert them when I have needed to.

It would probably be easier to have somebody with a Mac do it.
