Regarding customizing standard Unix utilities: I once had a 
problem in which an important application we added to our 
system (which also ran on other Unixes) crapped out because 
it used the cp command with a flag that was illegal on our 
particular Unix.  The work around was to rename cp to 
cp.bin, then write a "cp" shell script which evaluated the 
command line, stripped out the illegal flag if present, 
then passed everything else on to cp.bin.

You can controll access by giving your users the restricted 
shell instead of standard shell.
