Redhat Alpha - ipfwadm not working correctly?

I have set up a simple gateway using a Pentium 90 running Redhat Intel 5.1 and 
have had no problems with it.  However I have recently aquired a DEC UDB and am 
trying to set this machine up to be my new gateway machine, and am having lots 
of problems.  I was finally able to get the kernel to recompile and added in 
support for ip masquerading, and firewalling, and everything else that I think 
I need.  The problem is using the ipfwadm command.  On my intel box it worked 
perfectly using the following commands in my rc.local file

/sbin/ipfwadm -F -p deny
/sbin/ipfwadm -F  -a m -S 192.168.1.0/24 -D 0.0.0.0/0

However using the same command on the Alpha machine, the first command works 
fine.  The second gives the following error:

ipfwadm: socket creation failed: Operation not permitted

I have looked in the man file and the help file and have tried several 
combinations of switches.  Please help as I am at my wits end.
