how do i create packages.rpm?

i need to install linux onto a "cdless laptop" using the rescue disk.
i have tar'd the rpms that i need onto floppys and and put them onto the
hard drive.
i think i have all the rpms i need for a base install, but I'm not sure.
i have teh drive mounted at /mkdir
in the directory i saved the RPMS in i type:
rpm -ihvv --root /mkdir *
and i get:
error: cannot open /mkdir/var/lib/rpm/packages.rpm
i know its not there, no supprise. but how can i get it to be there?
please help
