I was curious, so I downloaded it and looked at the Makefile. You have to 
build it by running

make

It has a target 'install', which if you run

make install

(after running make on it's own) will copy the executable 'xphone' to 
/usr/local/bin

The README warns you may have to do some configuration via the source.

Please note that this did not make for me, and I don't have time to figure 
out why right now, other than it cannot find various X11 header files. 
Either I don't have them - i'm sure in a devel rpm, or his include paths are 
off.
