Thanks to everyone who replied to my message and offered suggestions on
creating a boot disk to install RH 5.1. I found the authoritative answer
in the installation FAQ at Red Hat's web site. I should have checked there
first, so I apologize to everyone for wasting their time.
Anyway, here's the answer for those of you who are interested.
dd if=/mnt/cdrom/images/boot.img of=/dev/fd0 bs=72k
dd if=/mnt/cdrom/images/supp.img of=/dev/fd0 bs=72k
