The package We (and many many others) use is INN.  It is not EASY to
configure, but not as hard as some would have you believe.

All the news articles are kept in /var/spool/news, by default, but I am
pretty sure that is configurable.

Let me know if you need sample config files (though ours is not the latest
INN 2.0 ..)
