Disable inbound telnet. What am I missing..

I thought I knew how to disable inbound telnet services, comment out the
line in /etc/services. But when I do that I get the message ;
telnet: tcp/telnet: unknown service
when trying to telnet out of the box. O where have I gone wrong???
