What rpm are you using?  I created one a short while ago, which
I posted to ftp://ftp.eburg.com/Linux along with a README on 
how to set it up.  I wrote the config files specificly for PAP,
and I know that they work if your pap-secrets file is working.

I ususally set up and test the connection with "netcfg" and
then make the necessary (minor) adjustments to the diald conf
files.

Try my rpm and see what you come up with
