The problem is that your modem is not at a standard address. Hence it is not
recognized by Linux during the first stages of the boot.

2e8 is not considered "standard" and normally means the IRQ is also being
shared with another device.

Move your modem jumpers to COM2: 3f8, IRQ3, and make sure no other device
conflicts with this. Change the pointer to the modem in Linux, and you'll
have much more luck...
