xntpd problems

I've been trying to get xntpd to work. I was working on my old sysem but
something has gone wrong since I've loaded Redhat 5.1.
I keep getting an error that port 123 is already in use and ntp can'r
initialize. I've checked and there doesn't appear to be any apps using port
123 by running netstat -a. Also, /etc/services has port 123 assigned to ntp.
Anyone got any ideas???
