modem works only after warm reboot

Hi, I am running redhat 5.0 on a Dell 486 and I use the isapnp to setup
my supra336i RSVP modem. After I type "setserial port x2f8 irq 3 uart
16550"  and use minicom to test the modem, it failed.
But if I  reboot the system, the modem works. 
I also try to put the "setserial port x2f8 irq 3 uart 16550" in the
rc.serial file but this still does not work without warm reboot.  
So right now I have to turn on the box and then issue the 
setserial command and then reboot in order to be able to dial out.
I used to use this modem on a Win95-Linux dual boot box and it works fine
under both systems without the isapnp configuration. 
Can anyone please tell me if it is possible to make the modem work 
without warm reboot?
