adduser and passwd errors

I have a couple of problems that I'm not sure how to solve:
1. adduser gives me the error: /etc/passwd is locked. Try again later.
Even after a fresh boot it says locked. I'm not sure what is keeping the
passwd locked.
2. I am able to add a user in X windows using control panel/users. However
instead of getting the normal prompt ([user@computer /home_directory]$) I
get this error:
ulimit: not found
and this prompt:
[\u@\h \W]\$
Any ideas?
