INN - out.going problems

I need some help setting up a feed. The incoming feed works just fine, 
about 550 MB a day. The problem is in getting articles out. My feed is 
from news.sesqui.net, my machine is news.smithphoto.com.

Hardware is a P100 with 32MB (196MB swap), and a 4G disk mounted as 
/var/spool/news, running RedHat 4.0.

and finally, /var/spool/news/out.going is EMPTY!

Of course, there are other config and log files, I included those I think 
are most relavent. The problem appears to be that nntpsend is running, 
but the batch file in /var/spool/news/out.going is not being written. 
Here are the permissions:

drwxrwxr-x   2 news     uucp         1024 Oct 24 12:36 out.going/

Thanks for any insight to this problem. It's starting to drive me batty.
