Cannot login

Hi folks,
I have an interesting situation. I cannot telnet or login at the
console. I get "Login incorrect" a few times and never get the password
prompt. I had installed pam on a hacked /cnd/3.0.3/rh4 system before I
took the system down to put in another HD. I have tried removing the
stuff in the security directory and commented everything in pam.conf.
I know PAM not. Any clues how to troubleshoot this?
