1. Unless you have a non-internet connected computer: Don't allow root to
telnet/ftp! Most files on a std setup can be ftp'd be a regular user. You can
always telnet as a regular user, then use 'su' (or better install sshd).
2. /etc/ftpusers contains names of users not allowed to ftp. Most likely one of
them is root.
