can't create dip.pid, what may cause?

Trying to make a dip-connection, I get the err.msg "cannot create
/etc/dip.pid". Subsequently I don't succeed to contact any URL or
ftp-site (not even my provider's ftp-site). May this be caused by
the same problem that causes the error message? How can this error
arise, even after making /etc writable for group and world?
