Stupid passwd tricks: passwd changes wrong user's password

After upgrading the following RPMs as specified in errata:
error@underground ~ $ rpm -q pam
pam-0.50-22
error@underground ~ $ rpm -q util-linux
util-linux-2.5-28
error@underground ~ $
Whenever I su to root, and execute the "passwd" command, it reports that it
changed the password, and that all authentication tokens were updated
successfully, but instead of changing the root passwd, it changes the passwd of
the user I su'd from! This is definitely not the behavior I'm accustomed to.
(The workaround for this is to type "passwd root".)
Is this working as RedHat intended, or is this a problem no one has yet
discovered?
And, there doesn't seem to be a passwd(1) man page. :)
