Those are troff ms macros. Try running:

groff -ms -Tps ftpd.1

and see what happens.

(In some distributions, these are named so that you have to 
type -mgs, which I think is a point of confusion. But that
doesn't seem to apply to redhat, by looking in the /usr/lib/groff/tmac
directory.)
