Bind Address problems

I have a bind address problem and do not know how to fix this, so i need HELP! 
I can install one of my old httpd.conf files and i still get the same error
message but a different IP address. It seems that it is always the last IP i
have in the httpd.conf file. Anyone know what do, to fix this. I'm new at
this but learnign fast. My server seems to take forever to login on, but
after your in, it goes at the normal speed. It is the same whether it be FTP
or Telnet or browsing by the web. I think it may have something to do with
this not binding, but not sure..
