cannot erase rpms!

I need to remove a lot of superfluous rpm from my 1.2.13 installation.   
However when  try:

rpm -e fortune-mod

I get ....

failed to open //var/lib/rpm/packages.rpm
   

cannot open //var/lib/rpm/packages.rpm

seems like rpm is using an extra / in  front of the path. Can anyone tell   
me how to get around this?
