well, PER MEA CULPA, an embarrasing oversight!
[root@carrizo /root]# /sbin/pamconfig --add --service=ftp
fixed it up; be sure to configure the /etc/pam.conf,
ftpaccess, ftpgroups, ftphosts, ftpusers appropriately...
