syslog and printer messages question

My /var/log/messages was getting saturated with lp1 out of paper messages
so I decided to try and send these somewhere else, however it appears
that the lpr facility has nothing to do with polling and paper out mesgs
and these are logged as kernel messages. Is this necessary or is it
a choice made by lprd/kernel code?
