4.0 login problems

I just installed 4.0 on a 486 box and when I try to telnet in it goes
straight to a password prompt, never asking for a login name.  No matter
what passwords I put in, it always drops me after 3 tries.

The only exception to this is if I telnet in from the router to which
this box is attached.  Then it prompts me for a login, password, and I
can get in no problem.

What's up?
