Kernel panic

I've created a floppy boot disk image of vmlinuz for a Red Hat 4.0 IDE
system. During boot from floppy it gets as far as:

        Partition check:
          hda:  hda1  hda2  hda3
        VFS: Cannot open root device 08:03
        Kernel panic: VFS: Unable to mount root fs on 08:03

The machine boots up fine from hard disk.  I've created a similar boot disk
for my SCSI machine and it boots from floppy okay.

Any pointers?
