4.0 Webserver, FTP and Telnet

SORRY! I forgot to say reply to brian@triolet.com since I keep getting
bumped off the list because my ISP apparently doesn't handle "foreign
characters" in headers and after a few bounces, I get dropped from list.
This BTW is a real pain.

I "installed" 4.0 from cd-rom and everything went well except:
- when I try to telnet, ftp or web-browse to the actual addr of the system
(192.9.3.163) nothing happens

I can ping the system using actual addr (192.9.3.163)
I can ftp from the 4.0 system to other systems

I only joined the linux fraternity recently, installed 3.0.3 (O'Reilly
version of RH) and everything worked fine.
Since I has nothing worth saving, I did what I thought would be cleanest
and "installed" rather than updating.
I went back and re-installed 3.0.3, everything worked.  I "updated" to 4.0
and have the same problems.

I assume that I am missing something simple, but what?
