PP200 w/ 128M RAM never uses SWAP :(

I have redhat 3.0.3 running linux 2.0.13 on a Pentium Pro 200 MHz
machine with 128M of RAM and 100M of swap space.  I have never,
never seen the machine use the swap space!!! The memory will
get so that ~126Meg of RAM will be used up and ~1Meg will be
free, but even if I open up more apps, they will crash and nothing
more will be run.  

I have set LILO to include the append=128meg statement.

Any ideas what's wrong?  Is it a problem with the 2.0.13 kernel?
Is it a problem with 3.0.3?  The machine it is on is a production
machine that I haven't yet dared upgrade to 4.0 yet.
