Yes, the boot.img disk can be used exactly as you describe. Just choose
upgrade, identify the root partition, and let the install script select the
packages for upgrading. At that point you can press Alt-F2 and you will find
the root file system under /mnt. You will need access to the install phase 2
program. Thus, you will need either a CDROM, network access to a Red Hat
ftp install site, or a hard disk partition with the /base directory
copied from the CDROM or a ftp site.
