I have the same problem; So far thought that I messed something
during the installation; I am happy to know the hack to switch
to single-user mode.

I think I am sure it worked OK in rembrandt,
so yes, I think it is a bug (rather than feature ...)
An extra problem for me is that when I run 'telinit s'
from VC 5, VC 1 no longer works ...
