qmail configuration, how?

I am trying to figure out how to configure qmail.  I read through docs man
pages, but the information I need apparently escapes me.  

There are several users who use only pop mail services on my server.  They
used to connect to the server and fetch messages to their local hosts
using various software.  I noticed that I was able to read messages only
when logged to the server.  How do I enable pop mail fetching and sending
for remote hosts?  
  
How do I set up mail list?  From docs I understand that this should be
possible, but I can not figure out the way to do that.  I would like to
have small mail-list forwarding messages to several remote recipients  and
some local. 

If you can help me, please outline the procedure in step by step fashion.
