Yes.

Start an install, and let it mount your hard drive, but don't start
installing packages. You can go all the way to package selection if
you like.
You can create a good /etc/lilo.conf file, and run
/sbin/lilo -r /mnt

hda? I though you had SCSI... Assuming that's a typo:
Try doing that with one of the bootaic7xxx images from the
updates directory. (See
http://www.redhat.com/support/docs/rhl-intel/rh40-errata-intel.html
if you don't know where to get it)
The standard boot disk has SCSI support in modules, and so can't
deal with root=/dev/sda*
