Apologies for the earlier faulty post of this message.
I am running RedHat 3.0.3 on my Pentium PC. I would like to install
various RPMs from the RedHat 4.0 release (specifically, tcl7.5,
tk4.1), and other third-party packages. I have downloaded the RPMs. I
typed:
[root@irvine tmp]# rpm -Uvh tcl-7.5-3.i386.rpm
only packages with major numbers <= 2 are supported by this version of RPM
[root@irvine tmp]#

I'm experiencing the same problems that John is. The only other relevant
information is that I upgraded several RPMs before the release of 4.0
(including rpm itself if I recall correctly) to support the 2.0 kernel
which we needed.
[Since I don't read hardly any articles in this newsgroup, please
