time zone and disk errors questions...

ok, now every now and then I get these errors in /var/log/messages... could
this be hardware failure of my hard drive? or would this be a filesystem
problem in ext2??? Or perhaps a bad driver for my EIDE card?
Also, my other question is, how do I change time zones? I originally set up
linux with the correct zone with UTC, but the clock is always wrong, how
can I properly set it to run on my time zone with local time?
