Well, it's obvious from what you've said that *you* don't want it
started at boot; it's not obvious that joe random user won't want
it started at boot...
But I think that you are right that it's an unreasonable default.
Therefore, the next version of netcfg will ship with the default
setting for PPP and SLIP interfaces not to come up at boot time
by default.

Active means that the device has been activated, that the interface
is up, that you are connected through it. Inactive is the opposite.
