FTP permissions on uploaded files

I am in the midst of setting up a server for an ISP using Red Hat 3.0.3.
Problem is all files when uploaded via FTP are 664 permissions. I want
this to be 644 but I don't know where this is set and haven't puzzled it
from the man pages yet.
Anyone have an idea?
