I have a TEAC cdrom, I _think_ the CD-46E, and I had a similar problem 
with the RH 4.0 bootdisk Install/Udpgrade script not seeing the CDROM drive 
correctly (even though it listed hdc as being a EIDE/ATAPI CRROM  during 
bootup.  What I did to fix this (believe it or not) was to just reboot 
and then right before I selected the Install/Upgrade script option that 
searched for my CDROM drive, I pushed the open-tray button and opened and 
then re-closed the tray.  The LED them came on and the disk started 
spinning and THEN it could be detected!
