Is Perl Broken?

Is Perl 5.003 as shipped with Colgate broken wrt setuid scripts.
Perl should invoke suidperl when it encounters a an suid script,
but instead it just runs normal perl with the effective uid unchanged.

What's up?  I have rtfm and the online perl faq.  Thanks.
