ppp activation fails from control-panel

I recently purchased the Colgate cdrom set and installed over 3.0.3.  Then
I attempted to use control-panel to activate PPP.  It failed, stating that
some needed file (named "chat-ppp", or something similar) was missing.

I tried to run my chat/ppp scripts, and pppd failed stating that the
kernel had no support for PPP.  I built a new kernel, building in ppp as
a permanent kernel feature rather than a loadable module.  (As long as
I was building a kernel, I also included Sound Blaster support, which was
missing from the distribution kernel.)

The new kernel did not change the symptoms --- pppd still stated that there
was no kernel support for PPP.

I re-booted the 3.0.3 kernel and ran my chat/ppp scripts, and it worked!
(I had to recover the 3.0.3 version of pppd from my backup tape and use that,
but basically, it worked.)

I then rebooted the kernel I'd build (Linux 2.0.18), tried my chat/ppp
scripts again, and this time they worked.

Obviously some file or special-file got created or updated, but so far
I haven't figured out what.  I've read the HOW-TO, and still have no
distinct clue on PPP activation.

To re-cap:

  1.  the 2.0.18 kernel and pppd failed:  pppd said the kernel had no PPP
      support (even though I'd built it with non-modular PPP support).
  2.  I rebooted the 3.0.3 kernel (Linux 2.0.0), and with the corresponding
      pppd, was immediately able to run PPP.
  3.  I rebooted the 2.0.18 kernel and was _immediately_ able to use PPP.

What system files changed in step 2 that allowed step 3 success?

I'd like to know, because I remember that when I tried to activate PPP
under 3.0.3, the control-panel interface also failed (but I remember even
fewer of the details --- I fumbled around at that time, and eventually got
PPP working).  Apparently, the Red Hat control-panel has an ongoing inability
to activate PPP, and some sort of manual procedure is necessary.  What is it?

I've managed to solve my problem; I'm running a Colgate system and PPP works.
I just think that my algorithm was conspicuously nondeterministic, and
would like to do better.  (Incidentally, after step 3, I fired up the
control-panel again; it showed that ppp0 was active.)
