Don't know if this will help (esp. if you're using chap or pap)
I found that I was getting "serial line looped back" errors, etc. and
the PPP link was never coming up -- I changed the password in my chat
script from something like "password" to "password\n\d\d\d\d\d\c"
(which adds a 5 second delay after sending the password), and those
problems have been solved.
I also have diald set to a debug level of 20 and the debug flag set for
pppd/chat, so I can watch the connection process in the log files. (I
send the syslog to a spare virtual console so I can watch it in real-time.)
