REDHAT 4.0 MISPLACES PACKAGES DURING INSTALL /include ?? /X11R6 ??

I downloaded Redhat 4.0 onto a BSDI computer using ncftp 2.4.2
Tar'd it up and took file home
At home untared it to spare ext2 partiton
(REASON FOR DOING THIS WAS THOUGHT VFAT WAS CAUSE PROBLEM BEFORE)
I erased my old linux by doing
dd if=/dev/zero of=/dev/hda4 (my linux partiton)
I did this just to make sure it was 100% clean
(paranoid eh? :) )
I make boot and supp disk fire up install
selected install everything and select individual packages
Skipped a few editors, koules game cause I have newer, documentaion
except
man pages and that is about it
The installer works fine installs the packages, except for a minor
glitch that involves the installer installing all the x servers
HERE IS WHERE THINGS GO NUTZ!!!!
the xaw3d package ends up going into /X11R6 when it shoudl be in
/usr/X11R6
the readline-devel ends up in /include when it shoudl be in /usr/include
This does not always happen
I have tried several different updated boot and supp
(one in updates and ones in /ewt)
on Campus thru nfs the installer works fine
Please Help me I am desperate!!!!

30 meg swap
400 meg linux
150 meg ext2 for redhat rpms and base
Creative Labs 4X CDROM - Panasonic - hooked to secondary ide port on MB
SB16PNP
Trident 9440AGI video card with 1mb

Please help I have used redhat since 2.1 and i love it
I'd hate to give up on it now
Please don't tell me just to move the dirs, the installer shoudl get it
right and the college I am trying to push to use redhat 4.0 won't go for
that
ANY INPUT FORM ANYONE WOULD BE APPREACIATED - EVEN - "YER COMPUTER
STINKS"
I am going crazy!!!
I had some similiar problems with Rembrandt with Xaw3d complaining about
not being able to set permissions on non existance dir
