You must create these files in /dev
mknod -m 640 fd0H1722 b 2 60
mknod -m 640 fd0H1743 b 2 76
mknod -m 640 fd0H1760 b 2 96
chown root.floppy fd0*
and now
fdformat /dev/fd0H1760 (or whatever you like)
mke2fs -m 0 /dev/fd0
