A while back I think it was that it had to be an ext2 fs where the
rpm's are stored.
Can anyone confirm whether this is still the case?
Anyway, in the mean time, try using an ext2 partition and see if
anything's different.
Btw, the base and RPMS directories must be in the root directory of
that partition, and that partition must not be mounted from the fstab
in your absolute root directory (root directory of the root fs) if
you're upgrading rather than strictly installing.
(It's possible to get around the above with some playing about in the
shell on tty2, but it's easier to make the preparations beforehand.)
