sendmail timeout problem

I have a sendmail problem. I'm posting it to this list because I am
pretty sure the problem started at about the same time I upgraded from
Red Hat 3.0.3 to 4.0.
Sendmail is being run in queue-only mode. I process the queue when I
hook up via PPP, using 'sendmail -q'. It works just fine, except that
it waits exactly sixty seconds before it does anything. 'mailq'
behaves similarly. This happens whether I am connected or not.
I read all the sendmail documentation I could find, and changed every
timeout variable I found in the sendmail man pages and in the
sendmail-cf (the m4 stuff) documentation, but nothing got rid of the
1-minute wait. In fact, none of the timeouts is supposed to default
to 1 minute. I even grepped sendmail.cf for '60' and '1', in case
there is an undocumented configurable timeout. No luck.
