The taskbar has an option (StaysOnTop) which you can remove from your
config file ($HOME/.fvwm2rc95).
The line you want starts with:
Style "FvwmTaskBar"
the whole thing probably looks like this:
Style "FvwmTaskBar" NoTitle,BorderWidth 4,HandleWidth 4,Sticky,StaysOnTop,Window
ListSkip,CirculateSkip
Remove "StaysOnTop,".

If you really want to enforce this on every user (perhaps you are the *only*
user, of course), put it in the system-wide config file:
/usr/lib/X11/fvwm95-2/.fvwm2rc95
(according to the man page), but note that this pathname is configurable
when fvwm95 is compiled, so I can't guarantee it ....
