blt-wish bug

This is in reference to package blt-1.9-3.i386.rpm

When I run blt_wish i get the following:

$ blt_wish
application-specific initialization failed: this isn't a Tk 
application"blt_htext" requires Tk
% mon Tue Oct 22 19:00:29 /home/briank
briank ttyp1 bash 602 $ 

My question is - is blt_wish linked properly.

Also if I substitute wish for blt_wish in my #! line, I get errors on 
the
blt functions wherever they are used so blt is not included in wish.

This is from an official redhat 4.0 cd-rom.

Has anyone fixed this? redhat?
