I have gotten all of the kernel patches 2.0.19 - 2.0.25 and have copied them into my /usr/src directory. Whenever I run: gzip -cd patch-2.0.XX.gz | patch -p0 a screen comes up and asks me which file I want to patch. When executing the above command, you should be in /usr/src directory, and there should be an entry `linux' in that directory holding the kernel source tree that you wish to patch. My guess is that the latter condition does not hold in your case.
