What is your rpm version?
$ rpm -qf /bin/rpm
rpm-2.2.7-1
$ l /usr/lib/rpmrc
-rw-r--r-- 1 root root 2521 Oct 15 15:56 /usr/lib/rpmrc
$ diff -c /usr/lib/rpmrc rpmrc1
(So no output for diff; yours is rpmrc1)
