Not sure if this is too late or not, but make sure that everyone's shell
is listed in  /etc/shells   Some users with weird shells might not be
listed in there and therefore they cannot ftp into the server.  Whether
the shell allows telnet access or not, it needs to exist in /etc/shells
for ftp to be happy.  Hope this helps.
