It wouldn't surprise me if that doesn't work....

... and here you've discovered that. You can't just link libs with
different major version numbers, and expect them to work.

You need to:

1) Install the old libncurses rpm (rpm -i --force )

2) recompile the xemacs rpm

or

3) get the new xemacs-19.14-2.i386.rpm

instead.
