Permission problem

When I try to run my ppp-on command as a non-root user, I get the
following error:

[pww@ozymandias present]$ /etc/sysconfig/network-scripts/ifup
/etc/sysconfig/network-scripts/ifcfg-ppp0
[pww@ozymandias present]$ /etc/sysconfig/network-scripts/ifup-ppp:
/var/run/ifup-ppp-ppp0.pid: Permission denied

It looks to me like it is complaining about being unable to write the
/var/run/ifup-ppp-ppp0.pid file.

Here are the relevent permissions:
[pww@ozymandias present]$ ls -l /etc/sysconfig/network-scripts/ifup
-rwsr-xr-x   1 root     modem        1711 Sep 10 12:52
/etc/sysconfig/network-scripts/ifup
[pww@ozymandias present]$ ls -l /etc/sysconfig/network-scripts/ifup-ppp

I can't see why it would fail since the scripts are suid root.  Anyone
have any clues?  Thanks.
